Because these teachings were given by mystical manifestation of the Buddha to those in a mystical state of purified karma and perception, it does not matter much whether or not any specific tantra in question was expounded during the life of the historical Buddha.
Yet, in fact the Root Tantra of Kalachakra was set forth by the Buddha himself during his life time.

On the fifteen day on the third, one year after his enlightenment,
Buddha Sakyamuni expounded the Prajnaparamita sutra on the Vulture peak thereby setting forth the second turning of the wheel.
Simultaneously, he manifested as the deity Kalachakra at the Sri Dhanyakataka Stupa in southern India and taught the Kalachakra Tantra.
The main recipient of the teaching was King Suchandra from the Kingdom of Shambhala.
Returning to his kingdom he practice and taught the Tantra to his subjects and descendants.
Seven generation down, the practice was further propagated by King Yashas who became know as the first of the Kulika King by converting the whole population of Shambhala including its 35 million Brabhim sages to exvponents of Kalachakra tantra.
In the tenth century, Mahasihha Chilupa from Orissa, east India set forth to Shambhala to received the teachings.
From him the teaching comes down to Pindo Archaya, Narotapa and Atisha of India and to Rwa Chorab and Dro Lotsawa of Tibet.
With the advent of Tantric Buddhism , the practice of Kalachakra was introduced and taken up enthusiastically by the Tibetan.
Present day lineage holders include His Holiness the 14th Dalai Lama who has given many times the empowerment of Kalachakra :
